致辞稿


各位中央理事、州分会理事及会员、媒体朋友们,大家早上好!

 

1.首先,我谨代表马来西亚-中国总商会(简称:马中总商会)向出席的各位致上最诚挚的问候。

 

2.光阴似箭,马中总商会成立至今已32年,昨晚在香格里拉酒店的宴会获得政商代表、理事、会员们出席,大家都非常踊跃,一席难求。这是新冠肺炎疫情施虐以来,本会阔别2年多后举办的大型宴会,很高兴看到大家出席。

 

3.马中总商会成立于1990年,我则是在2002年加入。其实已故前任会长丹斯里颜清文是我参会的带路人,他推荐我进入马中总商会,并一路支持我。

 

4.前首相敦马哈迪在90年代后期有提出东亚经济核心组织(East Asia Economic Caucus),其目标就是东盟10个国家联合中日韩成立一个自贸区,最后因日韩不要参加,这倡议无疾而终。

 

5.然而,时任的颜清文会长深具远见,认为本会可以举办为期三天的活动——东盟+中国合作论坛兼博览会。颜会长有鉴于我当时任英迪国际大学校长,在华团组织活跃多年,也是颜会长当隆雪华堂会長时的署理会長,彼此相知且合作无间,就邀我任论坛工委会主席。我认同他的理念,亳无犹疑答应接下这重任。

 

6.2002年主持这场有六百多位国内外参加者的活动后,我进一步了解马中总商会,随后加入成为会员。不过这场论坛只办了一次,本决定休整一年,2004年再续办,但当中国宣布2004年会在广西南宁举办“中国东盟博览会”时,本会就认为已完成自己历史任务,没续办此活动。

 

7.直到2010年,本会领导估计中国经济崛起势不可挡,且深信马中经贸投资具无限潜能,故议决重作冯妇,筹办马中企业家大会,今年已是第13届。

 

各位,

 

8.我自认在任内达到3项主要成果包括:

a)强化本会健全的组织文化。

本会理事会在2016年开始落实授权制,让每一个工作委员会、州分会、甚至中央理事们都有机会负责任务及发挥才华,比如中国有30多个省,本会有10个州分会。我们鼓励每个州分会选择与中国一些省份对接,强化联系。比如槟城和福建省向来关系密切,总会就议决梹州分会和福建省直接挂钩。凡是福建省的活动,总会就通知槟城州分会参与,甚至负责引导。

 

本会各个委员会也可代表马中总商会去开拓各合作项目,当然任何组织间协议一定要中央理事会批准。

 

我们也鼓励各州分会成立青企会、女企会,这是我们的左右臂膀,让它们也活跃起来,但目前成果尚不显著,需进一步努力!虽然如此,总会青企会及女企会在这段时间也各有卓越表现!青企会办了两届马中青年企业家论坛,目前正积极规划第三届的活动。女企会举办了不少线上讲座及福利活动,包括抗疫,援助水灾灾民,为华教筹募基金等等。

 

b)不忘初衷,承启本会多元开放的创会宗旨。

本会当年的创会前辈深具前瞻性,将本会定位为多元开放,包含我国各民族企业家的商会,只要他们从事或有兴趣探讨马中经贸就可以加入。本会不是纯粹华人的商会,我们鼓励我国各族企业家和中国加强经贸投资合作。像我们这样的商会,对于各政府部门如国际贸工部而言,本会是个很有特色,务实运作的商会。马中关系的友好基础是民心相通,我们务必促进马来西亚各族人民跟中国人民的互动交流,而不仅与会华文的华人沟通。

 

在我任内,中央理事会重视非华裔企业家的参与。本届理事会有8位非华裔中央理事,而所委任的名誉会长及名誉顾问,也有一些非华裔企业家。本会的中央理事会议及公开活动,也尽量以双语进行,跨越语言的隔阂。

 

我们曾于数年前组织1000人的团参加深圳东莞的展览会,其中约300人是非华裔企业家。本会向来秉持促进马中经贸是为了大马人的利益。在促进各种马中经贸合作,本会都以大马利益为中心,当然合作必须双赢共享,不少友族企业家都认同本会的工作。

 

传统上本会会员主要是华人,开始时不易找到很多马来会员。这届我们主动联系马来西亚伊斯兰商会(DPIM),结成友好团体,很多活动一起做,包括今年初“大马一家亲”赈助水灾灾民的筹款活动。这个伊斯兰商会也是跨族群组织,其领导层也有华人穆斯林。

 

c)本届理事会,本会建立了向心力强,具有共识及默契强大的领导层。评估组织领导層的成绩,通常有两种指标。有关领导人卸任时,有没有成功塑造深具共识的团体文化和组织品牌活动。

 

组织能否持续成功运作,视其文化和理念,以及接手的领导班子。

 

9.今年,本会新届中央理事选举有41人竞选35个中央理事名额。我看到很多资深理事继续参选,也有很多新人争取竞选。看到老中青结合的非常好,期待新届应会比这一届有更标青的表现。

 

10. 在我卸任之际,本会既有组织理念共识,不缺接班团队,也建立了号召力强的品牌活动。我希望这当了6年会长的成绩单能獲得会员们的认可。

 

各位,

 

11. 2021年欧盟公布“全球门户” (Global Gateway) 计划至2027年投资3000亿欧元,支持实现全球互联互通,重点协助发展中国家基础设施的建设与升级。

 

12. 美国主导七国集团 (G7) 倡议“重建更美好世界”, 这些全球性基建计划都以意识形态划线,都是为了对付影响力日增的中国“一带一路”倡议,这不符合贸易国际化的大趋势。

 

13. 至于今年初落实的区域全面经济伙伴关系协定(RCEP)及努力拓展的跨太平洋伙伴全面进步协定(CPTPP),看来对提升国际贸易的趋势更显著,也对重塑供应链安全更有效。

 

未来经济走向及因应之道


14 在面临疫情冲击、经济不景及政局不明的三重打击下,未来一年我国企业还处于寒冬时节,困难重重,在此各企业无法控制的大环境下,大家应对次序有三:先求自保生存,才求回复元气持续经营,但也得开始为未来的发展开拓布局。无论是提高自己传统行业的竞争力或服务素质,或新领域新产品新经营方式,这些努力都应借力于新科技及新市场。在面对此艰难经营挑战,我认为有三大策略:

 

a)量力而为,重视现金流;

b)开拓新思路,掌握新商流;

c)关注引领未来的新风潮,走出国门搭上国际列车。

 

15. 我国的经济领域已全面重新开放,社交活动也恢复,现在是商民拼经济复苏的时期。如我一直以来提及的,一带一路、RCEPCPTPP都将给我国商民带来更多机会和潜能,尤其是为马中经贸提供巨大的发展空间,因此大家务必把握机会,深入了解相关协定以把握契机。

 

16. 希望大家携手迎向后疫情时代的复苏时期,乘势而起把握新机遇,让国家恢复繁华昌荣。在此,我再次感谢中央理事会、州分会、青企会、女企会及会员们一直以来给予的配合与支持,也祝福第十三届中央理事选举候选人。

Good morning to the central committee, state committee, members and friends from the media.

 

1. First of all, I would like to represent the Malaysia-China Chamber of Commerce (MCCC) to send the best regards to all present today.

 

2. Time flies. It has been 32 years since the establishment of MCCC. Last night, we hosted an overwhelming gala dinner at Shangri-La Hotel attended by political and business representatives, committee and members. Everyone was very enthusiastic, and all the tickets were sold out. This is the first large-scale banquet held by MCCC in more than two years since the outbreak of Covid-19 pandemic. I am very glad to see you all present.

 

3. MCCC was established in 1990, and I joined in 2002. The late former chairman Tan Sri Ngan Ching Wen is the person who led me the way and recommended me to join the MCCC and supported me all the way.

 

4. In the late 1990s, former Prime Minister Tun Dr Mahathir proposed the East Asia Economic Caucus, the goal of which was to establish a free trade area with 10 ASEAN countries plus China, Japan and South Korea. However, the proposal was aborted because Japan and South Korea did not want to participate, the initiative ended without a hitch.

 

5. However, the then President Ngan had a great vision and led MCCC to hold a three-day event, the ASEAN+China Cooperation Forum and Expo. Since I was the President of INTI International University at that time, and I have been actively involved in Chinese associations for many years, and I was also the Deputy President while President Ngan led the KL & Selangor Chinese Assembly Hall, We knew each other and cooperated well, so I was invited by him to serve as the Organizing Chairman of this great event. I concur with his philosophy, and without any hesitation i agreed to take on this vital and meaningful task.

6. After hosting this event in 2002 with more than 600 local and foreign participants, I have had a deeper understanding about MCCC and subsequently joined as a member. This forum was held only once. It was originally decided to take a year off and resume it in 2004. However, when China announced that they would hold the ASEAN China Expo in Nanning, Guangxi Province in 2004, MCCC had considered that our historical mission had been completed and therefore did not continue this event.


7. In 2010, the leaders of MCCC foresee the upcoming of China economic development is unpredictable and strongly believe that Malaysia-China trade investment has great potential, hence decided to organize the Malaysia-China Entrepreneur Conference and this year marks the 13th session of the Conference.


Ladies and gentlemen,

 

8.I consider there are three major achievements during my tenure include:

 

a) Enhanced the organization culture and vision

In 2016, the board of committee implemented the empowerment mechanism so that every working committee, state chapters, and every executive committee member have the opportunity to take charge of certain responsibilities and develop their talents. There are more than 30 provinces in China, and MCCC has 10 state chapters. We encourage each state chapter to choose to connect with some provinces in China to strengthen ties. For instance, Penang and Fujian Province have always had close relations, hence the central committee decided to link Penang chapter with Fujian Province directly. For all activities in Fujian Province, the Penang chapter will be notified to participate and even to take the lead.

 

The working committees can represent the MCCC to develop various cooperation projects. Of course, any agreements between organizations must be approved by the central committee.

 

We also encourage state chapters to set up Youth Entrepreneurs Committee and Women Entrepreneurs Committee, which are our right and left arms and activate them, but there are still room for improvement and more efforts are needed. Nonetheless, the central Youth Entrepreneurs Committee and the Women Entrepreneurs Committee had outstanding performances each in their own way during this period. The central Youth Entrepreneurs Committee has held two sessions of the Malaysia-China Young Entrepreneurs Conference (MCYEC), and is currently actively planning the third session. The central Women Entrepreneurs Committee has held many webinars and welfare activities, including Covid-19 pandemic relief, aid to flood victims, fundraising for Chinese education, etc.

 

b) Enhanced the founding philosophy of diversity and openness.

The founders of the MCCC were very forward-looking and positioned the chamber of commerce as a diverse and inclusive organization that includes entrepreneurs of all ethnic groups in Malaysia. We welcome all who are engaged in or are interested in promoting Malaysia-China trade and economics to join. This association is not a purely Chinese chamber of commerce. We encourage entrepreneurs of all ethnic groups in our country to strengthen economic and trade investment cooperation with China. For a chamber of commerce like ours, many government departments such as the Ministry of International Trade and Industry would view this chamber as a very distinctive and pragmatic chamber of commerce. The foundation of Malaysia-China friendly relations is the people-to-people bonds. We must promote the interaction between the people of all ethnic groups in Malaysia and the Chinese citizens and businesses, not limited to Malaysian Chinese who can communicate in Mandarin only.

 

During my tenure, the central committee has valued the participation of non-Chinese entrepreneurs. There are 8 non-Chinese central committees sitting on the board, and some non-Chinese entrepreneurs are appointed as honorary presidents and honorary advisors. The central committee meetings and public activities are also conducted in bilingual as much as possible to bridge the language barrier.

 

We organized a delegation of 1,000 people to participate in the exhibition in Dongguan, Shenzhen a few years ago, of which about 300 were non-Chinese entrepreneurs. The MCCC has always focused on promoting various Malaysia-China economic and trade cooperation for the interest benefiting the Malaysians. Of course, cooperation must be win-win situation. All Malaysian Entrepreneurs irrespective of ethnicity agree with the work done by MCCC.

 

Traditionally, our members were mainly Chinese, and it was not easy to find many Malay members at the beginning. This year, we took the initiative to contact the Malaysian Islamic Chamber of Commerce (DPIM) and formed a friendly partnership and to do many activities together, including the fundraising activity of "Malaysian Family" to help the flood victims earlier this year. This Islamic Chamber of Commerce is also a multiracial organization, and its leadership also includes Chinese Muslims.

 

c)  During my term of tenure, the MCCC has established a leadership with strong centripetal force and consensus. There are two common criteria for evaluating the performance of an organization's leadership. Whether the leaders have succeeded in shaping a shared organization culture and established brand activities when they stepped down from their positions.

 

The continued success of an organization depends on its culture and vision, as well as the succeeding leadership team that took over.

 

9.This year, 41 candidates are running for 35 seats in the new central committee elections. I see a lot of experienced committees as well as newcomers running for the election. Witnessing the combination of old, middle and young people in MCCC leadership is indeed very comforting. I hope that the new executive committee should aim to perform better than the current term.

 

10. By the time I stepped down, we have a shared organization vision, , a coherent succession team and have established a strong brand activity. I hope such report card of my 6 years presidency is satisfactory to my fellow members.

11. In 2021, the EU announced the "Global Gateway" plan to invest 300 billion euros by 2027 to support the realization of global connectivity, focusing on assisting the construction and upgrading of infrastructure in developing countries.

 

12. The U.S.-led G7 initiative to “Build Back Better World (B3W)”, these global infrastructure projects are all with strong ideological inclination and undoubtedly are  aimed at countering China’s increasingly influential “Belt and Road” initiative, which is not in line with the trade internationalization mega trend.

 

13. As for the Regional Comprehensive Economic Partnership (RCEP), which was implemented earlier this year, and the expansion of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), these two regional structures seem to be more effective in enhancing international trade and in reshaping supply chain security.


Future Economic Trend and The Way to Deal With It

 

14. Facing the triple blow of the impact of the epidemic, the economic downturn and the unclear political situation, our country’s economy will still be in the cold winter season in the coming year, facing many difficulties. In this tough environment beyond the control of various businesses, everyone should respond in three steps: to survive, to restore vitality and continue to operate, but also have to start to develop a layout for future development. Whether it is to improve the competitiveness or service quality in the traditional industries, or new fields, new products and new business methods, these efforts should rely on new technologies and new markets. To face this difficult business challenge, there are three strategies I would suggest:

 

a) Act according to your ability and pay attention to cash flow.

b) Develop new ideas and enhance new business networking.

c) Pay attention to the new trends leading the future, go globalize.

 

15. Malaysia's economy has fully reopened, and social activities have resumed. This is the time for businesses to be involved in the economic recovery. As I have always mentioned, the Belt and Road Initiative, RCEP and CPTPP will bring more opportunities and potential to our businessmen, especially providing a huge platform of development for Malaysia-China trade and investment. Therefore, everyone should have a thorough understanding of the above relevant agreements to seize the opportunities.

 

16. I hope that everyone will join hands to usher in the post-epidemic recovery period, take advantage of the momentum to seize new opportunities, and help to restore prosperity to this country. Once again, I would like to thank the central committee, state chapters, Youth Entrepreneurs Committee, Women Entrepreneurs Committee and members for their continuous cooperation and support, and I also wish the candidates for the 13th term central committee election all the best.
