抗疫 卸任两圆满

陈友信:拥抱大未来


病毒疫情大浩劫, 2 年来新冠肺炎 COVID-19 摧毁人类社会、工商百业,是一场毁灭性的灾难与重生!中小企业作为国家核心经济,兴衰之势牵连广泛。如今闯过重重难关,所凭借的是坚强心志与有效策略。马来西亚-中国总商会(马中总商会)的会员企业家,本期分享遮风挡雨的经历与感悟,一步一脚印。


总会长拿督陈友信还特别提点,说道:「具备良好的危机管理,帮助企业渡过了难关。」陈友信是一位资深公众人物,从社会工作、教育企业,以至华团商会,他的领导理念特别重视「危机管理」。冠病疫情爆发时,更是正好用上了;领导马中总商会应对变局,支援政府制定对策,攻坚克难都发挥了积极效果。企业界疫后再出发,争取赢在转折点,有魄力、有智慧。


世界重开了!马来西亚在 2022 年 5 月 1 日全面解封,市面重现生机。《马中经贸》约访陈友信,恰好是落在一个特殊的节点上;一是国家闯过疫情正复工、复产;二是他总会长的任期届满,完美交棒给新人。两件大事皆有功成身退之意,说来意义深远。


2016年,陈友信出任马中总商会总会长;2022年6月18日,两届任期届满而退位。过去的6年来,是一个风急雨骤、天翻地覆的大时代。马来西亚经历了史上首次的政权改朝换代,接着是冠病疫情蹂躏,以至俄罗斯与乌克兰战争撕裂的世界动乱。


人人心有余悸的「战疫」,是最震撼日子。2020年初,中国武汉爆发冠病,令人措手不及。马中总商会手心相连,发动「四海同心 共抗疫情」的跨海援助。陈友信说:「当时中国最需要的是防疫物资,口罩、手套之类。我们除了在马来西亚搜集采购,也通过会员们的联络管道,从印尼及其他国家紧急购买…」


之后马来西亚爆发疫情时,中国方面已经稳定下来,转过身来支援国际社会抗疫、防疫。马来西亚迅速获得中国疫苗等等防疫物质。此期间的送暖口号「遇山一起爬,遇沟一起跨」,道尽了彼此间祸福与共的情谊。


马中总商会重视商业一事一物,同时也不忽略社会民生。「从协助抗疫工作、救灾救难,我们先后就成立了3个特别工作小组,从全国各州给于及时的协助。」


2021年12月中旬的大水灾,是马来西亚百年一见的浩劫。马中总商会与马来西亚伊斯兰商会(DPIM),联合多个团体举办「大马一家亲」赈灾活动。这项线上直播的义演,获得各民族艺人挺身响应。


多元精神马中情


马中总商会备受重视的一个特点,正是它的多元精神,跨族群结构。这在国内外企业,以及官方机构的眼中看来,贴切地反映了马来西亚国情。


陈友信高度赞扬马中总商会的创会前辈,高瞻远瞩!创会之初就制定了不分种族、多元合作的宗旨,从陈凯希、丹斯里颜清文等等历届领导人,都抱持多元共荣的理想,加强马中两国企业与不同族群之间的交往与合作。


多元社会共享商机,创造共赢优势。数年前中国深圳举行的国际博览会,马中总商会组织了庞大代表团赴会,逾百个各民族摊位参展,多元纷呈甚具特色。有一位马来商家带来的展品很快卖完,看到陈友信就高兴的直喊可惜可惜,带来的太少了… 他深深记得,自己鼓励这位马来同胞说,将来带更多的商品到中国,开辟新的市场。


陈友信大大声的说出来, 「我们对国家的贡献之一,就是为非华裔的企业家,创造了投资中国、了解中国市场的机会」。


回首来时路,陈友信是在2000年参加马中总商会,「可以说我是颜清文带进来的。」


两人有个时期一起在隆雪中华大会堂活动,彼此了解。隆雪华堂是马来西亚最具代表性的华团,守护民族权益,在最前线。这种社会工作者的背景,在一些商人眼中看来是敏感的,担心引起官方的负面反应。


陈友信以实际工作,回答一些人的质疑眼光。他表示深为感激,马中总商会理事及会员们给予信任与支持,让他全力以赴,执行任务与拓展组织。


创立32年来,马中总商会多元合作的宗旨与理念,始终坚定不移,不忘初心。


正是这份不忘初心的感召,激发了陈友信,势要会务继往开来、发扬光大!这股发奋精神贯彻6年任期,他领导会员企业家砥砺前进,奔走于国内外,书写了丰硕内容。其中包括进一步加强多元合作、增设州分会、扩大委员会例如青企会与女企会,等等。


「紧贴着时代,这是我们重要的精神。 」目前也在积极延揽人才,组织数字经济委员会,俾与新时代接轨。


逆境部署大未来

在商言商,经济当然是最关切范围。工商界凄风苦雨的日子里,马中总商会整理会员所面对的困难,规划支援。同时,多次向政府反映企业的困境,提出舒缓及援助方案等等。


「我们感到欣慰,政府执行的援助与振兴方案,当中包含了马中总商会提交的建议。」


国家抗疫而执行管制令时,马中总商会众理事在静态期间并没有怠慢工作。连场的线上活动、自我提升讲座,以及分析情势展望前路,都是在为未来做好准备。理事会运筹帷幄,年度品牌活动「马中企业家大会」,也排除万难得以举办。这项盛会2020年开启了历史性一页,以线上线下、跨境同步的形式圆满举行。


今年进入第12届的「马中企业家大会」,一向被视为国际级经贸盛会,备受企业界与官方机构重视。东盟以及西方国家的华商、华企,亦积极参与其盛。这项盛会分别由马来西亚与中国方面轮流承办,陈友信深感鼓舞说:「马中企业家大会,是马中总商会最有成就的项目。」


细说从头,他原来还有一段特殊因缘。2002年,当时会长丹斯里颜清文力推「中国 - 东盟合作论坛」,是一项划时代盛会;陈友信就是工委会主席。当时正值改革开放如火如荼,中国对外贸易经济合作部长龙永图及庞大企业代表团到会,轰动一时。之后双边频密往来,2011年遂有「马中企业家大会」诞生,延续至今。


挺身而出敢担当


陈友信之前担任署理总会长,升正以来前后12年的共事与奋斗,内心踏实。他告诉《马中经贸》说:「马中总商会的理事与会员们,有一种勇于挺身而出的精神,这一点令我很感动,也感到很骄傲。」从救灾、解难以至仗义执言、出谋献策,都发挥了正面的精神。


从内到外,联通中华大地更是当仁不让。马中总商会正确地传达了建设国家、建设世界的中国精神,带动商企交流,是驱动双边合作的强大正能量。


企业奋斗需要不断学习、不断改进。马中双边关系密切、务实,马中总商会作为代表性团体,接触频密,而有更多相互学习的机会。有一年,陈友信率团访问中国先进省份,高层领导听取了汇报,总结为8个字勉励有加,让陈友信牢牢记住了,奉为进取的思想指导。


「多元、创新、务实、前瞻」。


就是这8字赠言,陈友信祈愿马中总商会拥抱大未来,继续飞跃前进!展望企业界的大未来,固然充满不确定性,却也充满新机遇。社会新常态,涌现形形色色的商机。陈友信认为作为前瞻性商会、学习型团体,马中总商会可以贯彻的经商哲学,「两条腿走路,才是最好的模式;就是,传统力道加上新科技」。


商海波涛汹涌,虽然不说乘风破浪,却也时刻全力以赴。《马中经贸》访员再三追问成绩单,陈友信才给了自己一个评分:「及格。」2016年竞选总会长时的承诺,「兴革」与「团结友好」都获得积极推进;其他人认为整体评分,理应是在「特优」范围。


环顾国际形势风起云涌、变幻莫测,马中总商会在国内外经贸领域,继续扮演重要角色。如今挺过了世纪疫情的浩劫,前路仍然任重道远。


多元是正道|看见中国好


马来西亚与中国的未来前景,无限美好。然而却不是平白从天上掉下来的。马中总商会卸任总会长拿督陈友信,勉励两国企业与人民,继续互通努力耕耘。他说,「民心相通」是友好国家之间,最重要的基础。中国国家主席习近平推动「一带一路倡议」,就充分重视这个环节。


一带一路带动庞大商机、蓬勃建设,然而不是一蹴而就的,需要多方面努力与合作。


马来西亚与中国,国情不一,社会体制大不相同。然而,马来西亚华人所掌握的中华文化与母语教育,一脉相承、相知,实际上在民心相通方面,占了优势,大大促进双方的沟通与互信。


扎根中华文化,成就了开阔互通,加大商贸的契机。


各界论述马中经贸往来,很大部分围绕在中小企业范畴,层面广泛。陈友信指出,马来西亚企业家对于中国人思维与精神,如果掌握的越深入,越有发挥的机会。「我们尽管是在做生意,却不能够封闭,而只是一昧在谈商业谈利益…」社会人文多加了解,更能沟通不同的环境,建立人脉。


转一个角度分析中资企业在马来西亚营运的情况,陈友信亦有提点,认为必须抱持超越族群的思维,才能追求最佳效果。


也就是说,无论是马中企业的投资合作,抑或是个别营运的项目,最终收益与受惠者,必须是包括非华裔在内的,必须是要让非华裔族群也能感受到「中国好」。


马中经贸发展前景,只有在更多非华裔、更多不谙华文的商家参与之下,才能更全面发展,取得更优越成果。陈友信说:「中资合作的对象不能够只是华裔企业,中国商品也不能够只着眼在华人市场。」环顾目前国际形势,列强对峙、世局多变,特别是美国与中国贸易战、外交摩擦此起彼落。一波接一波的冲击,却也同时在考验企业家的应变能力与实力。陈友信长期观察时局,觉得强国之间对峙,各种手段层出不穷;西方国家尤其是美国方面,会有抹黑中国的行为。他说,中国遭受抹黑的时候,我们就要有勇气挺身而出,摆事实讲道理。


「马中总商会实事求是,不会盲目选边站。如果说一定要选边站,那我们就是马来西亚这一边。」


马中总商会在多变的新常态形势,面对诸多考验与挑战。陈友信对于卢国祥为首的接棒班底,满怀信心。他这样形容说:「马中总商会的接班人年轻、有魄力,是一群有着正当经营理想的企业家。他们坚守(马中总商会)核

心思想,有社会意识,重视跨族群合作、重视国家利益。


「特别重要的一点就是,正面看待中国崛起,大家对于马中经贸的发展前景,充满信心。」

独大53周年庆午宴讲稿

职教兴国,独大启航

大家都知道独大创立的过程,当时是为了给我们华裔学生一个升学的管道,虽然事实的发展没有如愿,过后独中复兴,统考推展,建设华教,但是独大运动所产生的社会效果,转化为另外一股支持华文教育运动的力量,同时配合其他的华教团体,共同为华教大业努力。独大53年历史了,这种自力更生,继续开拓华校各种深造途径的独大精神,将会薪火相传,生生不息。

过去五年,独大深知社会和企业对高端技术需求殷切,在国内外高教院校和社会组织的配合下,已投入多项职业教育的工作,渐有成效,包括中国职业教育奖学金项目,已推荐接近五百名学生赴华升学,包括独中生、华中、国中学生、以及弱势家庭孩子。独大的职业教育的定位不是只面向中国,现在从中国职业教育开始,突破一点来带动全面,也同时会探讨其他国家,如德国、新加坡、澳大利亚等。

另外独大也举办马中职业教育展、引进鲁班工坊合作办学、成立马来西亚职业教育联盟等等,期望为我国职业教育谱写新章。

2022 年独大换届改选,新届董事会扩大阵容,筹划发展重点,将独大重新定位为 “致力于大专阶段的学术和职业高等教育推广机构”,以迎合时代变迁,掌握科技转型和经济升级之需要。

我们会继续推进职业教育,特别是在大专教育阶段的职业教育,我们也要推动成人的在职培训教育,特别是现在高科技发展迅速,很多新的知识,很多以前大学毕业生专业人士所学的知识已经落后了,特别在今天高科技的发展,如人工智能、区块链、元宇宙、ARVR等等。我们要重新启动独大精神,深耕工匠精神,为国家经济培养工匠人才。

独大要提升社会对职业教育的正确认识,将这个当作一个重要的责任来推动。我们在推广职业教育和大专的教育时,将在论述方面增加研究和宣导,因为华人社会对职业教育的认识是有误区的。

在职业培训方面,包括各种师资培训,独大希望能配合到华教的运动,来提供必要的帮助,很重要的是整个论述,独大也希望在华教的论述会帮到整个华教运动,比如职业教育,当然还包括其他各种大专教育的研究、讨论,独大都会参与去推动。

华教运动在我国主要的领导是董教总,独大希望能够配合董教总的工作来推动华教运动。大家也公认,教总是专注在华小的工作,而董总是集中在讨论独中的发展,当然目前也会谈到国民型中学其他的,那么大专教育这块相对是比较少讨论到,所以独大是希望能够在大专教育这块能够尽我们的力量,还有大专的职业教育。职业教育是独大未来工作的重点,包括我们办的鲁班工坊,都是要朝着提供更多职业教育的机会给华校生。独大领导认同华教是有关华文教育,而不仅是华人教育,我们会朝向希望能吸引更多马来西亚各族国民对于参与华教,同时接受对中华文化的认可。任何人对华文有热忱,想学习的,我们都容纳在里面,我们的华校有大约20%为非华裔学生,所以独大的服务对象其实也是包括所有的华校生,包括各民族的华校生。

独大已经焕然一新,重新整合组织结构,组成四个委员会 职业教育委员会、奖助学金委员会、高等教育委员会,以及社会与多元文化委员会,独大将积极建设高等教育,并聚焦职业教育的推动,继续助力推动华文教育运动。

我感到欣慰和感谢,在很短时间内获得各界热心鼎力支持,慷慨解囊赞助独大建设基金,我们的筹款超过预定目标,目前已超过70万令吉。我同时也要衷心感谢筹委会所有人员辛勤的努力,精心组织和策划,让今天独大53周年庆典活动能够顺利举办。

各位來宾们,晚上好!

 

      我谨代表马来西亚-中国总商会(马中总商会)挚诚欢迎大家出席本会32周年、青年企业家委员会18周年暨女企业家委员会3周年庆联欢晚宴。阔别两年多,我们再度于马中总商会周年会庆相见,今晚筵开70席,各界热烈支持并踊跃参与,我们也因此欣喜万分。

 

新冠肺炎疫情肆虐两年多,现在是携手迎向疫后复苏的时刻,马中总商会呼吁大家充分应用区域全面经济伙伴关系协定(RCEP)和跨太平洋伙伴全面进展协定(CPTPP)带来的时代契机,携手共进,务实合作以迎来新发展。

 

      今年318日,我国正式参与RCEPRCEP之所以成为东盟地区的热门课题,只因在疫情肆虐及经济不景双重打击下,东盟诸国都希望RCEP的落实,可为本区域注入经济复苏的动力。RCEP是由东盟主催,加上中国、日本、韩国、澳洲及纽西兰这五国的经济势力,以及此区域自贸区涉及人口占23亿之多,其生产力佔全球GDP29%。

 

RCEP主要涉及领域包括废除进口税务、促进国际贸易投资自由化、知识产权的保护、推动跨境电商的设施、经济技术合作等。它所涵盖的领域与一带一路有相辅相成之处;然而,RCEP列明,参与国可继续执行其国内法规,包括官方采购也不必开放市场,只需彼此确保资讯的透明度。

 

RCEP一带一路倡议都是构建结伴而不结盟,发展全球互联互通的贸易国际化网络,避免各国贸易保护主义的盛行。

 在这个瞬息万变的大时代,本会历届总会长和理事会任重道远,积极推进马中两国的经贸与投资,也承启本会多元开放的创会宗旨。为了让更多不谙华语的企业家认识中国,本會积极组织商務代表团到中国参展参会,如广交会、东莞海博会等,为他们搭建开拓中国市场的桥梁。

 

在历届理事会的努力下,马中总商会所办的活动获得马中两国政府、工商界团体组织的认可,如今我们大多数会议和活动皆以中英双语进行,跨越语言的隔阂。在促進與中資合作的同时,我们以大马利益为中心,缔造双赢共享的友好关系。

 

对于本会下一届的领导班子,我总结过去六年担任会长的经历与所思所得,在此大胆建议:就宏观而言,希望新领导层谨记两大任务:

 

第一、 不忘初衷

务必时常重温创会多元开放理念,凸显本会的特色。多元就是包容各族群、鼓励不同思路;开放则指避免令马中总商会蜕变成关闭式的精英组织。本会是个服务型的开放组织,同时更应朝向学习型的组织发展,唯有秉持这样的理念和态度,本会才会繼續蓬勃成长。

 

第二、精益求精

我们立志要做得最好,并不一定要做得最大。马来西亚有很多各类商会,我们要确立自己特有的定位,然后把这定位做好做透。每个商团组织都有各自的活动重点,所以我们跟他们应该是策略合作,而不是纯粹竞争。

 

今晚,我们将会推介主题为《初衷 · 历程 · 展望》的马中总商会史略。这本史略记载了本会从筹备创会至今的点点滴滴,以及历届总会长、理事會和企业会员们的一步一脚印,希望大家在晚会圆满后,离开会场前把这本意义非凡的史略带回家好好翻阅、珍藏,谢谢。

Good evening,

 

           On behalf of the Malaysia-China Chamber of Commerce (MCCC), I sincerely welcome you to celebrate with us our 32nd anniversary, the 18th Anniversary of the Young Entrepreneurs Committee, and the 3rd Anniversary of Women Entrepreneurs Committee. After more than two years, we finally meet again to celebrate this auspicious occasion, and we are delighted to have 700 distinguished guests joining us tonight.

 

After two years of struggling against the COVID-19 pandemic, now is the time for us to jointly promote post-pandemic economic recovery. We call on all sectors of the economy to leverage on the opportunities presented by both the Regional Comprehensive Economic Partnership (RCEP) and the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP). Together, let’s usher in new growth and development through practical cooperation.

 

           On 18 March, Malaysia officially joined the RCEP. RCEP has come under focused discussions in ASEAN region due to the double blow of the pandemic and the economic downturn, ASEAN countries are hoping that it can inject impetus into the economic recovery of the region. RCEP is an regional FTA , initiated  by ASEAN, incorporating other regional economic powers such China, Japan, South Korea, Australia, and New Zealand. It covers a population of 2.3 billion people and 29% of the global GDP.

 

RCEP main features includes abolishing of import taxes, promoting international trade and investment liberalization, protecting intellectual property rights, promoting cross-border e-commerce facilities, economic and technical cooperation, etc. While complementing the Belt and Road Initiative, it also allows participating countries to continue implementing their domestic laws and regulations, including official procurement, and they do not have to open up their market, but only ensure the transparency of information.

 

Both RCEP and the Belt and Road Initiative aim to build a partnership rather than alliance, to develop a globally interconnected international trade network, reducing trade protectionism in participating countries.

 

In this ever-changing era, all former presidents and council members of MCCC have remained steadfast on our mission. They actively involved run promoting the economy, trade and investment between Malaysia and China, while striving to be diversified and open by encouraging the participation of entrepreneurs, who are not familiar with Mandarin, helping them to get to know China better. We have actively organized field trips and business delegations to China, participating in major trade shows such as the Canton Fair and the China Marine Economy Expo, serving as a platform for them to explore the Chinese market.

 

Thanks to the efforts of our preceding councils and the activities they organized, MCCC has been recognized by the governments and business organizations in both Malaysia and China. Now most of our events and activities are conducted in both Mandarin and English. While promoting cooperation with Chinese businesses, we also focused on the interests of Malaysia to create a win-win and friendly relationship.

 

As for the next session of MCCC leadership, please allow me to share my thoughts on ways forward for MCCC as the President for the past six years from a macro perspective, I hope the new session of leadership will keep in mind two major principles:

 

First, Always bear in mind the founding mission of MCCC

 

We must always remember that MCCC is a diverse and open organization. Diverse means embracing all ethnic groups and encouraging different ideas; Open means to avoid MCCC from becoming a closed elitist organisation. As a service-oriented open business chamber, we should also keep on learning. Only by adhering to these principles can we ensure sustainable growth.

 

Secondly, Always strive to be better

 

We must always strive to be better, and not just focusing on being the big in quantity. There are wide variety of business chambers serving different purposes in Malaysia. We should establish our own unique positioning and strive do a good job in our services. Every organization has their own focus and mission, so we should seek strategical cooperation with them, rather than pure competition.

 

Tonight, we are launching a commemorative publication on the history of MCCC with the theme <Origin, Odyssey, Outlook>. This publication has recorded every part of the history of MCCC since its inception, as well as the contributions and achievements of our preceding presidents, councils, and members. Please bring this commemorative book home before leaving tonight.

致辞稿


各位中央理事、州分会理事及会员、媒体朋友们,大家早上好!

 

1.首先,我谨代表马来西亚-中国总商会(简称:马中总商会)向出席的各位致上最诚挚的问候。

 

2.光阴似箭,马中总商会成立至今已32年,昨晚在香格里拉酒店的宴会获得政商代表、理事、会员们出席,大家都非常踊跃,一席难求。这是新冠肺炎疫情施虐以来,本会阔别2年多后举办的大型宴会,很高兴看到大家出席。

 

3.马中总商会成立于1990年,我则是在2002年加入。其实已故前任会长丹斯里颜清文是我参会的带路人,他推荐我进入马中总商会,并一路支持我。

 

4.前首相敦马哈迪在90年代后期有提出东亚经济核心组织(East Asia Economic Caucus),其目标就是东盟10个国家联合中日韩成立一个自贸区,最后因日韩不要参加,这倡议无疾而终。

 

5.然而,时任的颜清文会长深具远见,认为本会可以举办为期三天的活动——东盟+中国合作论坛兼博览会。颜会长有鉴于我当时任英迪国际大学校长,在华团组织活跃多年,也是颜会长当隆雪华堂会長时的署理会長,彼此相知且合作无间,就邀我任论坛工委会主席。我认同他的理念,亳无犹疑答应接下这重任。

 

6.2002年主持这场有六百多位国内外参加者的活动后,我进一步了解马中总商会,随后加入成为会员。不过这场论坛只办了一次,本决定休整一年,2004年再续办,但当中国宣布2004年会在广西南宁举办“中国东盟博览会”时,本会就认为已完成自己历史任务,没续办此活动。

 

7.直到2010年,本会领导估计中国经济崛起势不可挡,且深信马中经贸投资具无限潜能,故议决重作冯妇,筹办马中企业家大会,今年已是第13届。

8.我自认在任内达到3项主要成果包括:

本会理事会在2016年开始落实授权制,让每一个工作委员会、州分会、甚至中央理事们都有机会负责任务及发挥才华,比如中国有30多个省,本会有10个州分会。我们鼓励每个州分会选择与中国一些省份对接,强化联系。比如槟城和福建省向来关系密切,总会就议决梹州分会和福建省直接挂钩。凡是福建省的活动,总会就通知槟城州分会参与,甚至负责引导。

 

本会各个委员会也可代表马中总商会去开拓各合作项目,当然任何组织间协议一定要中央理事会批准。

 

我们也鼓励各州分会成立青企会、女企会,这是我们的左右臂膀,让它们也活跃起来,但目前成果尚不显著,需进一步努力!虽然如此,总会青企会及女企会在这段时间也各有卓越表现!青企会办了两届马中青年企业家论坛,目前正积极规划第三届的活动。女企会举办了不少线上讲座及福利活动,包括抗疫,援助水灾灾民,为华教筹募基金等等。

 

b)不忘初衷,承启本会多元开放的创会宗旨。

本会当年的创会前辈深具前瞻性,将本会定位为多元开放,包含我国各民族企业家的商会,只要他们从事或有兴趣探讨马中经贸就可以加入。本会不是纯粹华人的商会,我们鼓励我国各族企业家和中国加强经贸投资合作。像我们这样的商会,对于各政府部门如国际贸工部而言,本会是个很有特色,务实运作的商会。马中关系的友好基础是民心相通,我们务必促进马来西亚各族人民跟中国人民的互动交流,而不仅与会华文的华人沟通。

 

在我任内,中央理事会重视非华裔企业家的参与。本届理事会有8位非华裔中央理事,而所委任的名誉会长及名誉顾问,也有一些非华裔企业家。本会的中央理事会议及公开活动,也尽量以双语进行,跨越语言的隔阂。

 

我们曾于数年前组织1000人的团参加深圳东莞的展览会,其中约300人是非华裔企业家。本会向来秉持促进马中经贸是为了大马人的利益。在促进各种马中经贸合作,本会都以大马利益为中心,当然合作必须双赢共享,不少友族企业家都认同本会的工作。

 

传统上本会会员主要是华人,开始时不易找到很多马来会员。这届我们主动联系马来西亚伊斯兰商会(DPIM),结成友好团体,很多活动一起做,包括今年初“大马一家亲”赈助水灾灾民的筹款活动。这个伊斯兰商会也是跨族群组织,其领导层也有华人穆斯林。

 

c)本届理事会,本会建立了向心力强,具有共识及默契强大的领导层。评估组织领导層的成绩,通常有两种指标。有关领导人卸任时,有没有成功塑造深具共识的团体文化和组织品牌活动。

 

组织能否持续成功运作,视其文化和理念,以及接手的领导班子。

 

9.今年,本会新届中央理事选举有41人竞选35个中央理事名额。我看到很多资深理事继续参选,也有很多新人争取竞选。看到老中青结合的非常好,期待新届应会比这一届有更标青的表现。

 

10. 在我卸任之际,本会既有组织理念共识,不缺接班团队,也建立了号召力强的品牌活动。我希望这当了6年会长的成绩单能獲得会员们的认可。

 

各位,

 

11. 2021年欧盟公布“全球门户” (Global Gateway) 计划至2027年投资3000亿欧元,支持实现全球互联互通,重点协助发展中国家基础设施的建设与升级。

 

12. 美国主导七国集团 (G7) 倡议“重建更美好世界”, 这些全球性基建计划都以意识形态划线,都是为了对付影响力日增的中国“一带一路”倡议,这不符合贸易国际化的大趋势。

 

13. 至于今年初落实的区域全面经济伙伴关系协定(RCEP)及努力拓展的跨太平洋伙伴全面进步协定(CPTPP),看来对提升国际贸易的趋势更显著,也对重塑供应链安全更有效。

 

未来经济走向及因应之道


14 在面临疫情冲击、经济不景及政局不明的三重打击下,未来一年我国企业还处于寒冬时节,困难重重,在此各企业无法控制的大环境下,大家应对次序有三:先求自保生存,才求回复元气持续经营,但也得开始为未来的发展开拓布局。无论是提高自己传统行业的竞争力或服务素质,或新领域新产品新经营方式,这些努力都应借力于新科技及新市场。在面对此艰难经营挑战,我认为有三大策略:

 

a)量力而为,重视现金流;

b)开拓新思路,掌握新商流;

c)关注引领未来的新风潮,走出国门搭上国际列车。

 

15. 我国的经济领域已全面重新开放,社交活动也恢复,现在是商民拼经济复苏的时期。如我一直以来提及的,一带一路、RCEPCPTPP都将给我国商民带来更多机会和潜能,尤其是为马中经贸提供巨大的发展空间,因此大家务必把握机会,深入了解相关协定以把握契机。

 

16. 希望大家携手迎向后疫情时代的复苏时期,乘势而起把握新机遇,让国家恢复繁华昌荣。在此,我再次感谢中央理事会、州分会、青企会、女企会及会员们一直以来给予的配合与支持,也祝福第十三届中央理事选举候选人。

2022 AGM cum the 13th Term (2022-2025) Committee Election

Good morning to the central committee, state committee, members and friends from the media.

 

1. First of all, I would like to represent the Malaysia-China Chamber of Commerce (MCCC) to send the best regards to all present today.

 

2. Time flies. It has been 32 years since the establishment of MCCC. Last night, we hosted an overwhelming gala dinner at Shangri-La Hotel attended by political and business representatives, committee and members. Everyone was very enthusiastic, and all the tickets were sold out. This is the first large-scale banquet held by MCCC in more than two years since the outbreak of Covid-19 pandemic. I am very glad to see you all present.

 

3. MCCC was established in 1990, and I joined in 2002. The late former chairman Tan Sri Ngan Ching Wen is the person who led me the way and recommended me to join the MCCC and supported me all the way.

 

4. In the late 1990s, former Prime Minister Tun Dr Mahathir proposed the East Asia Economic Caucus, the goal of which was to establish a free trade area with 10 ASEAN countries plus China, Japan and South Korea. However, the proposal was aborted because Japan and South Korea did not want to participate, the initiative ended without a hitch.

 

5. However, the then President Ngan had a great vision and led MCCC to hold a three-day event, the ASEAN+China Cooperation Forum and Expo. Since I was the President of INTI International University at that time, and I have been actively involved in Chinese associations for many years, and I was also the Deputy President while President Ngan led the KL & Selangor Chinese Assembly Hall, We knew each other and cooperated well, so I was invited by him to serve as the Organizing Chairman of this great event. I concur with his philosophy, and without any hesitation i agreed to take on this vital and meaningful task.

6. After hosting this event in 2002 with more than 600 local and foreign participants, I have had a deeper understanding about MCCC and subsequently joined as a member. This forum was held only once. It was originally decided to take a year off and resume it in 2004. However, when China announced that they would hold the ASEAN China Expo in Nanning, Guangxi Province in 2004, MCCC had considered that our historical mission had been completed and therefore did not continue this event.


7. In 2010, the leaders of MCCC foresee the upcoming of China economic development is unpredictable and strongly believe that Malaysia-China trade investment has great potential, hence decided to organize the Malaysia-China Entrepreneur Conference and this year marks the 13th session of the Conference.


Ladies and gentlemen,

 

8.I consider there are three major achievements during my tenure include:

 

a) Enhanced the organization culture and vision

In 2016, the board of committee implemented the empowerment mechanism so that every working committee, state chapters, and every executive committee member have the opportunity to take charge of certain responsibilities and develop their talents. There are more than 30 provinces in China, and MCCC has 10 state chapters. We encourage each state chapter to choose to connect with some provinces in China to strengthen ties. For instance, Penang and Fujian Province have always had close relations, hence the central committee decided to link Penang chapter with Fujian Province directly. For all activities in Fujian Province, the Penang chapter will be notified to participate and even to take the lead.

 

The working committees can represent the MCCC to develop various cooperation projects. Of course, any agreements between organizations must be approved by the central committee.

 

We also encourage state chapters to set up Youth Entrepreneurs Committee and Women Entrepreneurs Committee, which are our right and left arms and activate them, but there are still room for improvement and more efforts are needed. Nonetheless, the central Youth Entrepreneurs Committee and the Women Entrepreneurs Committee had outstanding performances each in their own way during this period. The central Youth Entrepreneurs Committee has held two sessions of the Malaysia-China Young Entrepreneurs Conference (MCYEC), and is currently actively planning the third session. The central Women Entrepreneurs Committee has held many webinars and welfare activities, including Covid-19 pandemic relief, aid to flood victims, fundraising for Chinese education, etc.

 

b) Enhanced the founding philosophy of diversity and openness.

The founders of the MCCC were very forward-looking and positioned the chamber of commerce as a diverse and inclusive organization that includes entrepreneurs of all ethnic groups in Malaysia. We welcome all who are engaged in or are interested in promoting Malaysia-China trade and economics to join. This association is not a purely Chinese chamber of commerce. We encourage entrepreneurs of all ethnic groups in our country to strengthen economic and trade investment cooperation with China. For a chamber of commerce like ours, many government departments such as the Ministry of International Trade and Industry would view this chamber as a very distinctive and pragmatic chamber of commerce. The foundation of Malaysia-China friendly relations is the people-to-people bonds. We must promote the interaction between the people of all ethnic groups in Malaysia and the Chinese citizens and businesses, not limited to Malaysian Chinese who can communicate in Mandarin only.

 

During my tenure, the central committee has valued the participation of non-Chinese entrepreneurs. There are 8 non-Chinese central committees sitting on the board, and some non-Chinese entrepreneurs are appointed as honorary presidents and honorary advisors. The central committee meetings and public activities are also conducted in bilingual as much as possible to bridge the language barrier.

 

We organized a delegation of 1,000 people to participate in the exhibition in Dongguan, Shenzhen a few years ago, of which about 300 were non-Chinese entrepreneurs. The MCCC has always focused on promoting various Malaysia-China economic and trade cooperation for the interest benefiting the Malaysians. Of course, cooperation must be win-win situation. All Malaysian Entrepreneurs irrespective of ethnicity agree with the work done by MCCC.

 

Traditionally, our members were mainly Chinese, and it was not easy to find many Malay members at the beginning. This year, we took the initiative to contact the Malaysian Islamic Chamber of Commerce (DPIM) and formed a friendly partnership and to do many activities together, including the fundraising activity of "Malaysian Family" to help the flood victims earlier this year. This Islamic Chamber of Commerce is also a multiracial organization, and its leadership also includes Chinese Muslims.

 

c)  During my term of tenure, the MCCC has established a leadership with strong centripetal force and consensus. There are two common criteria for evaluating the performance of an organization's leadership. Whether the leaders have succeeded in shaping a shared organization culture and established brand activities when they stepped down from their positions.

 

The continued success of an organization depends on its culture and vision, as well as the succeeding leadership team that took over.

 

9.This year, 41 candidates are running for 35 seats in the new central committee elections. I see a lot of experienced committees as well as newcomers running for the election. Witnessing the combination of old, middle and young people in MCCC leadership is indeed very comforting. I hope that the new executive committee should aim to perform better than the current term.

 

10. By the time I stepped down, we have a shared organization vision, , a coherent succession team and have established a strong brand activity. I hope such report card of my 6 years presidency is satisfactory to my fellow members.

11. In 2021, the EU announced the "Global Gateway" plan to invest 300 billion euros by 2027 to support the realization of global connectivity, focusing on assisting the construction and upgrading of infrastructure in developing countries.

 

12. The U.S.-led G7 initiative to “Build Back Better World (B3W)”, these global infrastructure projects are all with strong ideological inclination and undoubtedly are  aimed at countering China’s increasingly influential “Belt and Road” initiative, which is not in line with the trade internationalization mega trend.

 

13. As for the Regional Comprehensive Economic Partnership (RCEP), which was implemented earlier this year, and the expansion of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), these two regional structures seem to be more effective in enhancing international trade and in reshaping supply chain security.


Future Economic Trend and The Way to Deal With It

 

14. Facing the triple blow of the impact of the epidemic, the economic downturn and the unclear political situation, our country’s economy will still be in the cold winter season in the coming year, facing many difficulties. In this tough environment beyond the control of various businesses, everyone should respond in three steps: to survive, to restore vitality and continue to operate, but also have to start to develop a layout for future development. Whether it is to improve the competitiveness or service quality in the traditional industries, or new fields, new products and new business methods, these efforts should rely on new technologies and new markets. To face this difficult business challenge, there are three strategies I would suggest:

 

a) Act according to your ability and pay attention to cash flow.

b) Develop new ideas and enhance new business networking.

c) Pay attention to the new trends leading the future, go globalize.

 

15. Malaysia's economy has fully reopened, and social activities have resumed. This is the time for businesses to be involved in the economic recovery. As I have always mentioned, the Belt and Road Initiative, RCEP and CPTPP will bring more opportunities and potential to our businessmen, especially providing a huge platform of development for Malaysia-China trade and investment. Therefore, everyone should have a thorough understanding of the above relevant agreements to seize the opportunities.

 

16. I hope that everyone will join hands to usher in the post-epidemic recovery period, take advantage of the momentum to seize new opportunities, and help to restore prosperity to this country. Once again, I would like to thank the central committee, state chapters, Youth Entrepreneurs Committee, Women Entrepreneurs Committee and members for their continuous cooperation and support, and I also wish the candidates for the 13th term central committee election all the best.
